Riverside, CA — Inland Empire United is proud to endorse Edgar Castelan for Jurupa Valley City Council District 3 in the 2026 General Election.
Castelan brings experience in local government, labor, state government, and more than a decade of community organizing. Since first being elected to the City Council, his work has focused on bringing resources to Jurupa Valley, protecting open space, and addressing how development affects the neighborhoods and residents who call the city home.
Environmental justice remains a central priority for Castelan as Jurupa Valley faces continued development pressures. He has raised concerns about the environmental and infrastructure impacts of data centers and supports exploring local policies that would prevent harmful projects from being fast-tracked without sufficient consideration of their effects on the community.
Castelan has also emphasized using city government to better support immigrant and system-impacted residents. He supports working with community organizations to expand access to legal and mutual-aid resources, exploring alternatives to traditional law enforcement responses, and connecting formerly incarcerated residents with expungement services, employment opportunities, and other re-entry support.
His approach to economic development includes supporting projects that provide tangible community benefits, including affordable housing and workforce opportunities. Castelan has also highlighted partnerships with regional colleges and organized labor as a way to connect Jurupa Valley residents with career pathways and good jobs.
